With 23k General category rank IITS are totally out of frame right now but I think there might be chance for you in newer IITS with your OBC NCL rank.
So do participate in the counselling sessions of the new IITS.
Apart from this, there are many other colleges too that uses JEE advanced score to take admission like the IISERs and Rajiv Gandhi Institute of petroleum technology. So if you do not have any preferred branch in mind then try for these colleges too. Best of luck
