see your marks in preety low for psu's , mtech in iits or good nits. if you think you cannot waste another year you may go for mtech in state government colleges and you can also apply in nit durgapur, nit manipur, a they score requirement is compare to low. you may also apply in srm university, vellore institute of technology which are really good college as per your rank.
