As you have not provided me with which exam you have got this ranking and what reservation you do have, I am considering your exam being KEA CET and General category from India other than Hyderabad, then accordingly with your rank of 31,500 , you have no chance to get into the Dayanand sagar engineering college. The cutoff for last year Second round Extended went to only 21901. So I dont know you have a chance there
