I got 37 marks in eamcet iam st caste do I qualify in eamcet and can I get seat in CSE in cmr college

As you are from st category, for 37 marks in eamcet you are considered as qualified.You didn't mention your ipe marks, so it will be difficult to predict whether you can get a seat in cse branch of cmr college or not.

As per the previous year cutoffs, the closing rank for the st boys category is around 75,000 for cmr college.

For your Eamcet marks, you need to have minimum 500 marks in ipe inorder to get a rank below 75,000
