I got 38 percentile in Jee mains and I'm st category, is there a chance for me to get a good college

With this score it is unlikely for you to get into any NIT/IIIT/GFTI as generally the cutoff for st candidates in all good institutions is above 80 percentile. You should try for your preferred branch in any private engineering college in your home state.
