I got 400 score, 34 marks and 9923 rank in CSE GATE2019. IN which IIT should I apply? which NIT I can get in CCMT. OBS-NCL category.

Your score and rank are a bit good.As per the previous year cutoffs you have good chance of getting lower ranked IITs such as IIT Patna, IIT Ropar, IIT Mandi,etc and some medium ranked NITs such as NIT Raipur, NIT Surat, NIT Jaipur,etc.You should prefer to take a year drop for the preparations.You can check for Colleges on Careers360 college predictor.
