I don't know if you are aware but the National Testing Agency (NTA) has declared the result of the Joint Entrance Examination (JEE) Main April 2019 today. You can check the results through the official website — jeemain.nic.in and results.nic.in.

My rank in jee main is 216834 - OBC-NCL rank
Yes, you will be definitely allowed to sit in Josaa counselling as the cutoff for jee mains is released for those who are qualified to sit in Jee advanced exam. This doesn't mean that you can not participate in the counselling as a seat is given according to the rank and availability, a person with high percentile can make it to the NITs and other GFTIs even without qualifying mains.
