I got 450 marks in 2019 is there a chance to get the seat

Well according to previous years analysis your rank will be between 44000-52000 assuming your category to be unreserved you wont be getting a seat through AIQ.
Also for state quota it will be very tough with these marks to get admission into govt colleges,though you should apply for state govt colleges as every year cut off is different and nothing can be said, also you can easily get a seat with reputed private colleges of state
