i got 46 percentile which college is best for me

You didn't exactly specify 46% percentage in what whether its Entrance or class 12 .

So taking it as class 12 you marks are not at all good.

So basic requirement for any course is about 50% .

Whether it's Engineering or Medical right.

But if you are interested in engineering and want to pursue it further you can do a diploma certificate course then apply for LEET and then you are eligible for BTech.

But if you of unreserved category then you can qualify for JEE Main.

Coming to medical field which I think is not your forte then moving on.

you can pursue bachelor's degree from private colleges by checking their Eligibility criteria.

If you are not willing in either of them then you can apply for open Colleges like IGNOU , DU sol etc.

Or you can get direct admission in many universities for your further studies after 12th with only 46%.
