You will not be able to get college in other states under 15% AIQ but you can hope to get college in your state but cut offs of different states are different . Some like Tamil Nadu and Rajasthan have very high cut off and some have moderate to low cut off but since you have not mentioned your state i will not be able to help you with the list of colleges.
But you can help your self by going through the colleges and their last year cut offs in the link given below :
