I got 52 percentile in jee mains April session, can I get government college ( branch-EC\ IT) under uptu ?

With this percentile your rank should be somewhere between 4,32,000 to 4,80,745. Probability of getting iit/nit with this rank  is low , but one should never loose hope. You can try for some private or government funded engineering colleges which accept the JEE main rankings.

Since your native state is Uttar Pradesh you can attempt the UPSEE counselling to get selected for colleges under UPTU.
