Hello dear student , I would suggest you to fill for the counseling as you have got good marks and if you will not get MBBS then you will get BDS in any government medical college. Rest hope that you will get admission in MBBS under 85% quota . And now for your further reference I am attaching a link so that you can check for your help

I assume you belong to general category as you have not mentioned.
As you know admission to government medical colleges is based on NEET marks is done under two categories-All India quota(15%) and state quota(85%).
With 523 marks, you might not get any government college through All India quota.
But, you have high chances of getting a decent government medical college for MBBS/BDS program in your state tgrough state quota.
However cutoffs change every year depending upon level of toughness of exam. So hope for the best and follow the counselling process.

You seat allotment is also based on your reservation category,
If you belong to General category then you would get seat in Govt through state counselling only , few chances through AIQ for general category,
But as the Cutoffs changes every year and your score is also good , so attend all the phases of counselling and try your luck ,
