    yes you can apply for JAC delhi. since your obc rank is average enough you can problaly get a seat in nits like nit sikkim,mizoram,manipur. i will suggest you to go for the jossa counselling. if you are lucky enough you can probably have a chance of getting a seat.....all the best...
