I Got 59% In My 12th (PCM) . Is I Eligible For Computer Science Engeenering ? And If Yes, So Which College I Join?

Many universities have set minimum criteria as 50% for engineering admissions. However it is d fficult to get a seat in computer science engineering with 59% .

but don't worry, you have another option , diploma in engineering (polytechnic) . It is similar to B.Tech , cheap and is a 3 year course. However the pay scale is low .

Yes you are eligible for computer science engineering with 59% marks in PCM. They asked minimum 50% in PCM.  For admission in any Engineering college they asked your JEE main or wbjee rank. As you didn't mention your Rank so it is difficult to say which college. If you cleard JEE main and Advance also then you have the chance to get admission in any IIT or NIT. And if your wbjee Rank is below 5k then you have chance to get admission in any  Government colleges under wbjee.
