Yes, you can get admission in BTech computer science in government colleges even if you have a got only 60% in your class 12th board examination.

To be eligible for BTech computer science in Rajkiya Engineering College, Bijnor which is government engineering college, one needs to pass 12th with Physics and Mathematics as compulsory/mandatory subjects along with one of - Chemistry or Biotechnology or Biology with at least aggregate of 45% marks (40% if you are from reserved categories ) in these subjects.

To be eligible for NITs, IIITs, CFTIs one needs at least 75% marks in class 12th if belongs to General or OBC category or at least 65% marks in class 12th if belongs to Sc or St category. For this year only i. e 2021 this minimum percentage requirement of 75% - 65 % has been lifted off. But this percentage requirement of 75 - 65 % as per your category to be eligible for NITs, IIITs, CFTIs will be there in 2021 .
So, this year you are eligible to get admission in NITs etc as well with your percentage.
