Hi farhan,
Yes you are definitely get qualified to apply for josaa.
But its true that you wont get any seats in any reputed institutes through josaa counselling with your percentile .
You are not eligible to get admission into any 31 nits , 22 GFTIS OR 24 iiits but you can apply for CFTIs with your rank .
And even for 23 iits if you would have scored well in jee advance .
