I got 62 in Maths and 19 in drawing in April and 87% in +2. Can I apply in colleges now and improve in JUly NATA ?

Yes, you can apply now for the college which you are getting. Once the result of the second examination is declared and you get a better ranked college then you can definitely apply for improvement of college. And if in doubt you can consult with the college which you are being admitted to.
