Yes, you can apply for JEE Main 2018 if you have passed class 12th or qualifying examination in 2016, 2017 or are appearing in 2018. However, you should also be born on or after October 1993.
About the state government colleges if you could kindly specify which colleges in which state are you looking for, we can give you much more specific answer. You must also know that you need to check the eligibility criteria for any particular state government college and you must meet that criteria.
