If 7000 is your category rank in JEE Advanced then I do not think that it is possible for you to obtain a seat in any of the IITs in any of the branches available.
Hence I would suggest you to try for NITs/IIITs if you have a decent JEE MAIN score although you should also fill IITs in choices because there is no harm in filling the choice list right!
