I got 71.4 percentile and my CRL rank 117540 I am in obc category,gender female, did I'm ineligible for jee advanced 2019?

With this rank you will not able to qualify jee mains and you will not be eligible for jee advanced in your category also. As the cutoff percentile for obc category is 74.31 ,you can check the following link for knowing the cutoff -
