i got 73 marks in jee main.my obc rank is 40700 and general rank 138000.can i get any government college ?

You have chances to get NIT Manipur based on your rank.
You can also get good private college in other states like: Haryana, UP, West Bengal, Punjab, Rajasthan, Maharashtra. Most of the states have reservation for other state students in private colleges based on JEE Main score/rank. You need to apply separately for them.
