I got 73 percentile. Did I qualify? can I attend the jee counselling.

Seeing your percentile I guess you would be having a rank above 200k and I doubt that you might have qualified the JEE mains.So a you have not qualified JEE mains you cannot participate in the counselling.
P.S:The above answer is with respect to open category cutoff if you belong to minority then it might differ .
