I got 74.09 percentile in jee mains 2019 and am a general category can i get nit ? Or heritage?

Admissions into IITs/NITs/IIITs etc. are purely based on merit/rank list which will be declared by NTA after completion of both JEE MAIN (Jan and April), Moreover normalized percentile scores are how you performed in your session, not overall, so it can't be predicted of your rank will be in the upper lots or the lower ones.
