You can definitely get a seat in top colleges based on your rank and reservation. A certain number of seats are reserved for EWS students. Candidates who have a EWS certificate are only allowed to apply for those seats which is usually done in the second round of counselling.

You can go for both the rounds of counselling. But, your reservation will be applicable only in the second round. You can apply for the reserved seats in the first round.
Even if you leave the college you got in the first round there is no problem in it. You will surely get a better college in the second round with your reservation.
