i got 81 percentile in jee main. is there any hope of getting state govt. college

You have to apply for state level exam for that purpose.
Also If some college take JEE score they will also accept state board score and if you get a good rank in that, you will be good enough to enter the college.
As if you want a college in Uttar Pradesh, You have to give the UPSEE exam for state colleges.
