As per the specified scores of your IPE and EAMCET, you rank may lie closer to 80,000. This may vary slightly with the official rank because ranks may vary with the number of students appeared for the exam and the difficulty of the paper.
Coming to your query regarding your friend, it is not possible to get a seat through EAMCET if you fail in any of the subjects in IPE.

Only if he gets passed in the supply, he will be allotted a seat through EAMCET.
If my friend get passed in supply can he go through 1st counselling or 2nd counselling
It depends on the release date of supply results and the date of counseling. Generally, the supply results are released before the start of counseling process.
