I got 86 percentile in jee mains January attempt and my home state is Jharkhand which is best nit I can get

86 percentile means your expected rank would be around 1,21,661. Now if the number of candidates in September session increases, then your rank would also increase. Also you haven't mentioned your category so considering you as a general category candidate and going by last few Years' cutoffs of various NITs, it is quite difficult to get any Of the NITs as almost all the seats of NITs get filled within 30000 to 40000 rank.
