I got 86.4281115 percentile score in jee mains 2019 for my exam held on 11 jan, i am from gen category, have i qualified it or not?

Assuming that the top 20% of the scorers (approximately 1.7 Lakhs) would be cleared for appearing JEE Advanced, you stand a good chance as it is just about 14% candidates above you in your session. Another assumption is that there is a parity of marks in all each sessions which means there is a similar trend of marks in all the sessions.
See, NTA hasn't made any official announcement regarding ranks and cutoff's yet. So I request you to please wait till any official announcement is made.
Moreover, the percentile declared is only for the exam shift for which you have appeared and is not for all the exam shifts conducted.
