NTA has already released the cut-off of JEE Mains April 2019. According to the cut-off brought forward by them it is 74.3166557 for OBC-NCL Category. So you are eligible to apply for JEE Advanced and the registration will start from 3rd May 2019. You can apply and upload the OBC Certificate to show your eligibility.
Yes surely you can appear for Jee advance.
