I got 92 percentile , In counseling can i start with NIT coz obviously I won't get IIT in this much , So i will start with Nit's , so if i am not eligible for that college they could move to the next and see the preference for next college...Is this how counseling happens..can i get a govt co.(92%)

You can't take admission in IIT on Mains percentile , for that you must give JEE Advance and based on your advance marks and rank you can get IIT . So still you have chance to get IIT if you perform well in Advance and with this percentile you may be eligible for taking part in advance . For advance another eligibility criteria is to have more than 75% in CBSE or be in top 20 percentile in your state board examination.
Talking about counselling , you will not get any NIT at this percentile if you are not SC/ST or PWD .
But for filling of choices you should fill it in the way so that the best college will be at top and then your next preferences , so that if you not get first you can get second if not second then third and so on .
Now you asked about which government college you can get so you have chances in GFTIs ( Government Funded Technical Institutes ) or state government colleges taking admission on JEE Mains percentile .
