I got 96.89 percentile in aiims , can I get a seat in open counseling

Dear aspirant, you got a great percentile but the allotement of seats is purely done on the basis of the rank you got. SO if you got a good rank then you can surely get a seat in open counselling based on the authorities and the cutoff rank they have.
