I got 99.38 percentile in JEE Mains in January,2019.But not appeared in April,2019,belongs to OBC Quota.Shall I get seat in ECE in NITs.

It is not necessary to attempt both the JEE Mains, Even if you had had attempted, the best of the two percentile is taken. You have already done so well in the January Mains.
As per your marks, inputs, your probable general rank will be approximately 5273 -6273 and your probable category rank range will be 847 - 1147. Since admission is based on your cattegory rank, you can easily get into any NIT with your choice of branch i.e. ECE.
