i got a college by NEET MOPUP but i didnt join the colleg neither i attended the counseling, will i get any refund ?

Hi,
If you attend the counselling and if any seat is allotted to you , and if don't join it the security fees which you paid won't be refunded. Security fees is refunded only in cases where-
1. You participated in counselling but wasn't alloted any seat.
2. Participated in counselling and joined the college alloted, the security fees is given by the institute/college you join.
