I got a rank of 5174 in tseamcet.can't I get a free seat in Vasavi clg preferring ECE.If not how much should I pay

The 2019 cut-off has not been released by Vasavi College of Engineering yet, however we can get a rough idea based on previous year's cut-off.
With your rank of 5174, you have good chances to get admission for B.E. ECE in Vasavi College.
In 2018, the TS EAMCET cut-off ranks for ECE general category students was as follows-
The fees for B.E. in ECE or any other stream is Rs. 86000 for each of the four years, which means Rs. 344000 for four years.
