Yes. You can have a branch transfer if your rank comes within the last rank of the new branch.The authority will provide a provosion for changing your options before second counciling. And some universities provide provision for branch transfer after first year, you can go through that way if the university provides such a provision.

It is important first to check the cut off trednds for cse branch and see if you are eligible to get a seat in that. Both branches are different howver choosing any one of them depends on your intrest and collge placements. Please check the placement record for ECE and CSE.
