Hello Shubham, Greetings!
MIT Muzaffarpur is quite average engineering college. The only advantage it has is that it is a government institute so the fees is quite less. The campus is big while the infrastructure is alright.
There is no issue of attendance but lack of faculties is there. Placement is average.
Regarding ragging, it used to happen earlier but now strict rules have been implemented.
Also, only SC/ST students are allotted hostel in first year.

Regarding hostel, many colleges in our country has reservation system in hostels too.
You can look for any affordable pg around the college atleast for first year.

No Shubham, I didn't study in MIT Muzaffarpur since I moved to Delhi. But my cousin studied there. He was quite satisfied with the college and also got placed.
Regarding pg I have no idea, since he stayed at a relative house.
