I got AIR 153884 in JEE mains and got 70 marks....Can I get seat in CET,bbsr in Mechanical engineering???

You have chances to get lower branches based on your rank in BBSR you have less chances to get mechanical engineering.
Based on your rank you have chances to get private colleges. You can get good private college in other states like: Haryana, UP, West Bengal, Punjab, Rajasthan, Maharashtra. Most of the states have reservation for other state students in private colleges based on JEE Main score/rank. You need to apply separately for them.
