Yes u can refill your choices after 1st round of allotment. You have to click "float" option after reporting to the vc.

No, you won't get colleges below choice no. 19 now. You will only get those colleges which are above choice no. 19.

No. Choices once locked cannot be changed. That's why candidates are advised to fill their choices very carefully.
if i am going for upgradation and I didn't get any college then my first round seat vl also be gone or I can opt for that one.
If you get a seat in 1st round, then it is reserved for you until you get a seat in the 2nd or 3rd round. If you get a seat in 2nd round, then your earlier seat(1st round) is gone. Now if you want to freeze that seat of 2nd round, you have to opt for no upgradation at RC. Otherwise you may wait till 3rd round.
