With a TS POLYCET rank around 3979, CSE is definitely possible in Hyderabad. Top government colleges like Government Polytechnic Masab Tank can be difficult for OC category, but other decent government colleges and many good private colleges are realistic.

Colleges like Mahaveer Institute of Science and Technology and TKR College of Engineering and Technology are good options for CSE at your rank.

And if you belong to BC/SC/ST/EWS category, your chances for better government colleges improve quite a bit.
