Sorry to inform you but you cannot get admission in any of the government colleges with supplementary in class 12th. For getting admission in any government college you first need to clear your class 12th without clearing it you cannot get admission in any government college having quota or not. Quota would only be useful in getting you admitted to a government college only when you cleared your class 12th else it'll be of no use.
