Yes, why not there are lot of private institutions with genuine academic fee. Like GGI, ARYANS, CT GROUP OF INSTITUTIONS, SVIET etc.

For private engineering colleges with low fee structure I know only 2 colleges very suitable for you -
(1) Jadhavpur University (West Bengal )
(2) Rungta College (Chhatisgarh)

Jadavapur University is a state run university located in Kolkata, West Bengal.

Annual fee is as low as Rs. 2450 and examination fee is only Rs. 85 per semester. And there is no other significant cost as far as tuition fee is concerned.

Placement scenario is also very good at campus. Top recruiters visited the campus every year for hiring.

And recently, JU has been listed among top 10 research units in India.

Now, talking about Rungta College,

It fine that you got less marks in JEE. There are private colleges which gives B.Tech course with low fee structure.
But the minimum investment for 4 years will be around 5 lakhs if you will not stay in hostel.
If you go for hostel provided by campus then it will go over 7 lakhs for 4 years.
From Odisha,
National institute of Science and Technology, Berhampur with around 5 lakhs fee structure for 4 years.
Birla Institute of Technology,Mesra with 79,000 per semester
RV college of Engineering, Bengaluru with 33,000 per semester
