I had 19 backlogs (all cleared) in Grad degree,overall ielts band 7.0, CGPA-4.60, %-57,I would like to know will spp colleges accept this?

With your low CGPA you need to do lot of networking with the universities before applying & need to contact their authorities. You can try once for New zealand.

Actually for polytechnic courses in New Zealand also you need to do the networking with the colleges authorities to sent them your credential if they allow you to take the admission with this score. because If they allow with this score to give the admission it will not be disclosed on their website so only with the networking you can get it.
