i had appeared for gate 2014 and want to appear for gate 2019 now.so do i have to fill form and re register again???

Of course you do. GATE scores are valid for three years only but if you wish to give the exam even in consecutive years, there is no provision to carry the information forward. Moreover each year GATE is conducted by a different IIT. This is the same for any exam. So you must register again and fill the application form.
