i had forgotten to download my clat application form and i am not able download it now is it necessary for counselling? please help me out!

Yes, it could only be downloaded until a certain date, after which it's not possible now.
Now what you can do is keep the copy of the CLAT admit card, if possible or your CLAT Score Card, as they are equally an essential document which you have to provide during reporting at the allotted NLU or the Law School where you'll be going to confirm the seat.
The CLAT Application Form, CLAT Admit Card and CLAT Score Card are considered as the proof of documents that you've applied for the Common Law Admission Test, eligible to appear for the exam and qualified the exam, respectively.
Having that said, if you can produce even the admit card and the score-card, it will be enough to prove that you are the same candidate who has taken the exam and qualified the exam while confirming your seat in the law school, during reporting.
