I had got 246 rank in APECET, of mechanical branch and iam OC& i choosen 4th option of JNTC can i get seat here?!

246 in APECET is a good rank for OC candidate there is a chance of getting seat . Mechanical is a good branch and but don't depend on only one college for your rank you can get some oter best colleges also but more than 60% you can get seat . If you choose Mechanical you should do hard work so that you can gain good job in future.
