I hav got md aneasthesia in esi Bangalore in neet pg counceling round 1...,,,can I leave this seat n wt is d penality for that? can I register in second round again?

You can apply for upgrade and go for next round of counseling. There are chances that you will get good college option in further rounds. Check for suitability and take decision.  There is no penalty if you apply for upgrade. If you choose a college for admission and not join then there you have to pay heavy penalty which will be upto 10 lakh and have to inform the respective college that you won't join in the college.
