You can fill your preference in the site. It has nothing to do with your rank. Once you locked all your choices then allocation will be done as per your rank and choices filled.

Rank doesn't matter , choice filling depends on the cutoff which depend upon your marks..
Which is 81 for general category this year
49 for OBC category students
So if you score more than cutoff of this year under your category than only you will be eligible for choice filling
