No you are not eligible for jee advance as percentile above 85 is considered. YOur percentile is way below and there is a huge difference. You have to use your jee main score to get admission.

getting government college for admission will difficult until and unless you have reservation category rank. better option will be look out for private college and apply for them. You may not get demanding branch but you can get core branch like EE or ETC or non-technical branch like biotechnology , civil engineering

apply for colleges located in your domicile state. You can use home state quota which will help you in some extent.
