I have 51 % marks in pcm and 52 % in XII will i am eleigible for participating in CSAB counselling 2019?

NO, since your PCM aggregate is below 75% you need atleast 75% aggregate of PCM score to be eligible for CSAB counselling and allotment for govt colleges.
You should give improvement examination since with 12th aggregate below 60% you might face a lot of problems during placement time, since most of the companies require students to get atleast 60% in 12th class.
