eligibility criteria for attending csab is:-
Students must have a valid JEE Main 2019 rank
Candidates who have not participated/registered in JoSAA 2019 are also eligible to apply
Candidates who participated in JoSAA 2019 but did not got any seat are eligible to apply CSAB 2019
Candidates who have been allotted a seat in JoSAA 2019 but did not report to the college or withdrawn from counselling are eligible to apply in CSAB 2019
Students who were eligible for JoSAA 2019 are also eligible for CSAB 2019 Special round
Candidates who have opted for Not to Participate in Special Round after JoSAA are not eligible to participate in CSAB Special Round 2019.
So you can attend the counselling but will not get a seat in iit , nit , Gfti as Candidates should have obtained a minimum of 75% marks in class 12 or equivalent exam or they must be in the top 20 percentile in their class 12 examination. For SC/ ST, the eligibility is to obtain a minimum of 65% marks in class 12 or equivalent for these .

I hope you're aware of board percentage eligibility criteria. It states that a candidate should either have 75% in her board exam or should be in top 2 percentile of his/her board. If you satisfy that then you are eligible for admission to IITs, NITs, IIITs or GFTIs.

YOU HAVE NOT MENTIONED YOUR BOARD, SO I AM ASSUMING THAT YOU ARE FROM CBSE BOARD
NO YOU CAN NOT PARTICIPATE IN CSAB SPECIAL ROUND AS 20 PERCENTILE CUTOFF FOR CBSE IS AROUND 83.6%.
YOU MAY APPLY FOR PRIVATE COLLEGES LIKE VIT, SRM, MANIPAL, ETC
